Starting with higher level masonic interpretation:

Contactee Alex Collier: Now, when the extraterrestrials were here in force - that is, during the time referenced in the Bible where is says the Sons of God married the Daughters of Man, they bred and mated with their human wives. Out of this came offspring, half-breeds. There were at that time, within the last 5000 years, predominantly 13 families from SIRIUS B and Nibiru, who were living here on the planet. These were the tribes of En-lil, Marduk, Enki, etc. They all had offspring.

13 stars designates 13 tribes mostly from Sirius B.
The sumerian god Enki is seen with an eagle because some of the mythology surrounding the mystical figure represents Sirius B.


Also the star of David seems to show a combining of masculine and feminine together (upward facing triangle, downward facing triangle) which could represent the combining of two tribes that contactee alex collier also talks about where males from one tribe and females from another come together, from sirius b and orion, forming a new tribe in sirius b and betelgeuse.

In lower level masonic interpretation:

The eagle represents John the evangelist while the stars represent the 13 tribes of israel. The olive branch represents the holy spirit, while the arrows represent the holy spirit aswell aka the virgin mary (story of artemis bow might have also have influenced this).

The arrows and olive branch I think represent the "omega" from the bible also.
(orion, if you must know).
